You’re not seeing wrong, and no this is not Photoshop. Those are houses on top of a standalone mountain, and people are actually living their lives there:

It’s called the Katskhi Pillar, and mainly a monk lives here. Here’s another angle if you’re not convinced:

If you’re wondering who’s funding this and why, well the answer is pretty simple… People have been associating this pillar with religious activity since forever, and in the 90s, the government of the central Imereti region of the Republic of Georgia decided to revive it.

The buildings on top of the pillar, which mainly consists of two houses, was restored in 2009 by virtue of a state-funded program.
